Sourcing suitable foil caps for the DC servo in the footprint shown is difficult but not impossible. Issues not examined are the precision required of resistors, gain, servo authority and pass frequency.

Its star grounding for the signal grounds, yes. But you've used a groundfill for the power grounds so its a bit more complex overall than 'star grounding' - a hybrid grounding scheme perhaps?
