Whether the problem is the direct connection to JLSound or the defective PCM63 chips,
I suppose you have already triple checked the JLSounds for correct PCM63 settings and so suspect the PCM63's? 🙁
Can you get a refund?
My JL is old one and is confugured as shematic, 4k7 pins 1 and 3 and 4k7 pins 1 and 4. PCM63 can be fake or defectiv.@skrstic If voltages are ok and jlsounds configuration is ok, then you got fake chips 😳

Great photo. That makes it interesteing. That photo looks like it could be a 16bit PCM54 or other BB chip from 1990 with the central markings under the BB logo sanded off and the sanding dust in the adjacent circles. They put the PCM63 in the same spot at the for PCM54 which is a bit lazy.
Try looking at the PCM54 datasheet for the voltages and pins and set JLSound for 16bits - it might just work? 🙂

Is there a simple way to use just a multimeter to probe the IC to see if it doesn't conform with PCM63 and allow a refund?
Like test R = 1.5kΩ across P9 to P10? Open across all the "No Connection"

Maybe I can get a 74VHC164 locally from a friend. Pinout and function is the same, I don't know if it has to be 6 pcs. of the same (VHC) or can be mixedI'll buy and 74hct164d just to be sure.

Nope, you have 4 inputs on the oscilloscope, hang the probes and watch the signals on pins 18(clock), 20(LE) and 21(data). 🙂

Please can you test your BB chips? One minute should clarify the situation.
Just use your multimeter to test your BB chips - get them out of the DAC on the test bench. Use your multimeter to check resistance across pins 9 and 10. Its a resistor and if the chip is a PCM63 it will measure 1,500Ω as per the data sheet.
Then test R across pins 20 and 23.
Let us know what you get.
