The way around it would be to do a group buy and for someone to send them to you as a gift to avoid taxes.

Change R11 to 2.5k

however , I think that Tempco of both zener and TL431 iterations can't be a problem

I read some where once that 5.6V Zeners have Zero Tempco.
I could redo the circuit for 5.6 Zener if you think it is worthwhile.
I think 6.2V are only slightly positive (or negative can't remember).
