The way around it would be to do a group buy and for someone to send them to you as a gift to avoid taxes.

Ok this one has 6.2V Zener with 25 Turn 5k Trimpot. Set trimpot to midpoint then begin adjusting.
Change R11 to 2.5k

I read some where once that 5.6V Zeners have Zero Tempco.
I could redo the circuit for 5.6 Zener if you think it is worthwhile.
I think 6.2V are only slightly positive (or negative can't remember).
