You can measure both with and without X-Over. You won't know if everything is working properly until you measure the finished speaker with X-Over.
You only measured the woofer in the cabinet, right? That looks fine.
I did find a mistake with the crossover, though. You soldered the 560µF cap in the wrong place. It goes in between the first 2.2mH coil and the two 15µF caps. You have inserted it after the two 15µF caps.

What I have measured was the woffer in free air,not into the cabinet!
I will measure woofer in the cabinet without crossover latter.

To me it looks more like a leaking enclosure, but I have never measured the woofer without damping in the enclosure. Therefore, I can not say for sure. But it is a bit strange.

Yes, the peak at just over 1kHz comes from the X-Over, that is correct.
With bass reflex, there are two peaks in the bass range and the lowest point between the two peaks is the tuning frequency.
