Are all piezo tweeters equal?

No, they are not the same. They are all different. You can get a ribbon type tweeter, what's your problem with that?!
""Are all piezo tweeters equal?""

Look at Founteks, Bohlender Graebener Neo3...
Fountek makes hi-fi woofer, midbass, and ribbon tweeter loudspeaker components

😱 The OP asks about Piezo Tweeters ($5/10 stuff) and you post a truckload of magnetic, ribbon tweeters, from $50 to over $500? 😱

Back to Noviygera: no they are not the same, there are better and worse, price is some kind of a guide.

If you read the Boominator thread, they often suggest a very good one, which is still inexpensive.

it is hard for ceramic piezo to be good broadband sound transducers

there were some PVDF piezo plastic tweeters which have potential - at least better BW than ceramic
not overwhelmingly popular, doubt they were ever seen in hobby distribution

The Audax piezo-foil tweeter was an interesting animal, sure it worked as a super-tweeter above 5-6k, but due to its operating principle its response has changed from day-to day, according to the weather...... 😀. Before storm fronts the "bubble" was very tight, at times of high pressure fronts it softened ,wrinkled pretty ugly. (its tightness was controlled by contant pressure gas in the diaphragm)

You must be kidding me, maybe all your money in the bank is not enough to buy one?!
PHY-HP TW37 is a very expensive driver, it can cost you a few hundreds (EU) or a few thousands in the US (OP).

Ribbons are the best option.
One of the last persons to best implementing piezos was Wayne Parham with the Motorola KSN 1038

I don't have any knowledge of either of these drivers, only the original Motorola and its actual replacements, though my SWAG is that none of the 'vintage' design piezos will be in the same 'league' as either of them.

FWIW, the only super-tweeters I've auditioned worth mating to a high quality sound system are some of the high end ribbons and Foster/Fostex compression horns.

To update my OP with reference to all replies:

I have tried a various tweeter types in my system: ribbon, AMT, dome.
I have not tried a paper piezo like the PHY-hp. Since it is so expensive, I would like to try a similar sounding tweeter. My guess is that another "paper piezo" would be a good idea of the PHY-hp sound.

Therefore I am searching for a tweeter in sound similar to PHY-HP.

thanks,
Herman

Motorola Piezo

This tweeter has the Motorola name and logo embedded in the plastic, and printed on it the number 643. The same number 643 is on all six of the tweeters that I have, so maybe 643 is the model number. These I purchased I think in the 1980s. Is this a good one?

Regards,
Pete
