Hi,
You might want to consider another woofer, one with a higher Qts. Above .4 for sealed, below.4 for vented. For this size box (20 litres), you'll need to make sure the Vas is fairly small too - say 30-50 litres.
Example: an 8" woofer with a Qts=.35 and Vas=50 litres will give very good results in this size box vented. F3 would be ~25hz.
