It appeared that the secondaries were identified.
They are blue and black. One pair of blue black came with green bands. I thought.

One test would be to see what the AC voltage reading coming off one set of the secondaries are.. Presumably taken from where they attach to the rectifiers. I wouldn't recommend disconnecting the secondaries first, just because they would be floating around begging to zap something.

all secondarys have one colour each e.g. blue-blue 18V, black-black 18V

Tomcat, I don't recall seeing any details of your power supply, such as the specific model of transformer you are using. The rectifiers would be good to know as well.
Regardless, the 2k2 bleeder resistor isn't going to be a problem. I've used that value before. A target voltage of 24 Volts divided by 2k2 is only 11 mA.

Just saw that your transformer has 18V secondaries. Unloaded voltage on the power rails should be around 24 Volts. Loaded voltage driving both channels would probably be around 22 Volts. The typical block rectifiers will 'eat' about 3 Volts under load.
It looks like there might be an issue with how you are connecting the secondary windings to your rectifiers.

If there is no continuity between blue and black, and the picture shows you plugging one blue and one black into each rectifier, I think that might be the problem?

Swapped secondaries so that blue is with blue and black with black.
Now getting correct dcv readings.

I have checked and rechecked and rechecked again...twice. I'm also 100 percent that the pots are where they should be.
As 6L6 said, "One amp board at a time!".
A dim bulb tester for the first power up is also highly recommended. It will tell you if you have any shorts in your circuit and hopefully save components from giving up their smoke.
