You need distortion plots to have any sensible idea about it being too low.
as it is, -3dB is at ~ 3kHz, and a fast roll off, most 1" domes will be fine.

That is caused very likely by the characteristic response of the capsule you are using. Very similar result to the ECM 8000 microphone from Behringer. All my measurements looked like this -on all tweeters I tried- (broad peak from 3-4k to 15k then quickly falling), before I applied the ECM8000 mic.(calibration) file for the measurements.

Yeah, the problem is that there is no calibration file available for this capsule. It's a cheap one, however many DIYers praised it for its rather flat characteristics.
By looking at the response you posted, it looks very similar to the 8000's so you might as well use its cal. file. You won't be too far from reality (closer than now anyway)

For the crossover development I was using the Boxsim software, from Visaton, including the model they had provided for the W170S.
The measurements I performed were done on the finished loudspeaker, using a microphone. But these were frequency response measurements, not Thiele-Small parameter measurements.
