You´re reading it from the wrong end, or missing the first green.
Can´t remember the thick red (old Philips "MRS" metal film)?, but it is either temp., or voltage code. (Probably 200volt)
Note, that these have 6 color bands....... not 5.

But with 560 ohms he should get 5 mA @2,9 volts across R27, he writes 0.5 mA.

Have checked Q5, 6, 7 & 8 and everything ssme to be correct with both boards matching.. I'm wondering why there is -5.5vdc coming from pin 7 on the OP Amp rather than -0.9 on the board that works... Any ideas?

No. Good idea. I may try and swap the op amps between the boards and recheck...Have you tried another opamp?
