Could be. Presently it’s still there but shows no count. Maybe the folks at YT see the count, but we do not.
Indeed, Youtube has only removed DISPLAYING the dislike count. The video uploader can still see it for their own videos. You can put it back with a browser plugin, named something like Restore Dislike Count. To try to be almost ontopic, Dave Jones @eevblog has talked about this.

The lack of a quote button on the last post is by design to stop unnecessary long quotes of what has just gone before. You can still easily quote any relevant bit or bits to answer in detail though.
