Apparently time-format is linked to Language (WHY???). The hack seems to be to make two copies of a language, one 12h one 24h.
I don't see where to set my language. I bet Jason needs to guide this.

I'm personally doing it for external images with minimal importance, but finding it very handy for images originated in forum

In order to get the forum to display something which it wants to parse instead, you can wrap it in plain tags...
E.G: 'till now I did it manually typing [plain][IMG]....[/IMG][/plain] and that works ....
