Sure, there's no problem with rotating a TO92 part to suit a non-original pinout if you are aware of it. A repairer or DIY though, may not be so happy for having to identify and solve the problem, checking source datasheets etc. if they make the mistake of assuming that a genuine 2N5551 is really a genuine 2N5551. This could be avoided by distinctive ID marking or sales catalog references and it's the sort of supply problem we don't need.
More space for bigger input Caps, better footprints for BC546, added probe points for Bias adjust.
