It's a countermeasure, to prevent worse, The Hague isn't funny on new year's eve.
Back when I lived there, the entire city was burning every NYE, cars set on fire, houses, piles of junk hauled onto the streets.
Hooligans started to erect huge stakes on city squares a week before the turn of the year. One year, I saw flames higher than a 4-story apartment building on the national TV news channel. The building I lived in, and the burning square in front of it.
You want scary, lots of aggression, and live riot police action, go spend NYE in The Hague.
