What going on? When you touch the chassis you can feel an electrical voltage - little electric shock! I don't think this is normal ;(

the use Plug Solder EMI Filter, always have this phenomenon.

you can remove it, will not slight electric shock, or use of isolation transformer will not have this phenomenon.

.I use those IEC sockets with built EM filters in all my diy projects and I never experienced any electrical shock. That shouldn't happen at all if the appliance is correctly earthed.
The only time I felt some electrical 'discomfort' was when I connected a NAD DVD/CD player, which had a non earthed main socket, to an external DAC with a coaxial cable. Both the digital output of the player and the digital input of the DAC were isolated with line transformers, as it must be. Therefore, the chassis of the player wasn't connected to the main earth and when you touched a metallic part, it shocked a bit. I solved the issue by replacing the original non earthed socket of the DVD player, with a properly earthed unit. If I had connected the analog outputs of the player to the amplifier, that would have solved the problem too, because the analog RCA sockets, unlike the coax digital, are connected to the chassis.
Anyway, what it shocked me most of the affair was that a reputable manufacturer like NAD used non earthed main sockets on their, otherwise excellent, products. Indeed it must cost practically the same to install a socket with three prongs than a socket with only two.

I don't use it.Only problems, usually the unbalance of the "y" caps does this phenomenon.

As filter, also don't works well in the audio region.May be and with luck above 100 or 200 khz.

Is only necessary for the FCC rules.

The reason: the noise generate from an equip to out.

....but sometimes they auto-oscillate.....more noise generation!!!
