Indeed.
But India also has top notch Internet backbone in the main cities, unlike Pakistan, Bangladesh, Nepal, Sri Lanka. There is also a propotionately larger middle class in India, and a 'techie' culture that I've never seen in other south asian countries.
There are also huge DIY audio communities in Thailand, South Korea, China, Japan, Taiwan... there's a language barrier there, and they have their own (very active) forums.
Islamic authorities in countries that have a majority of muslims often discourage music. I saw something in the news about the Iranian government changing their policies recently about what music will be broadcast on their TV and radio stations. In one article I can hardly remember, a record store owner in Iran discussed what he felt about it.
