It's not an oscillator, it's a quartz crystal with its two loading capacitors.
Look at the IC on top of the picture, get its datasheet, it should have info about what it does.

A reasonably high-bandwidth 'scope might be able to answer the question. My guess is
that "120" means "12.0MHz", but then again it might mean something else.
