What is better driver on mids - 2490h or 2169h?

The one is a comression driver, the other is a cone driver. The horn/driver combination got a better control of the dispersion. You can put the cone into a horn too. What's 'better' depends on what you're planning to do.
 
The 2169 is an 8-inch cone-driver made for horn-usage, and with a JBL phaseplug giving it a 4-inch exit. The Seos horn is made specifically for the driver. If you want something for domestic use and can live with a pass band of 250–2250ish, then it is quite good.

Horn size= 77x41 cm
 
Again: What's better depends on what you're doing with it. What do you want to do with them?
Im planning to build infinity or open baffle low range section, cone driver multiple, high sensitivity,
so im needed of high SQL mid and high section.
Also i look to BMS 4599, great coax driver, but review for SQ not very good.
What you say, your`s opinion?

TBH, neither. I'd use the Celestion Axi2050 coax driver, if it's finally available. There is a thread about it here in the forum.

If I only had to chose between the two JBL, I'd probably use the 2490h since you've got a lot more options for horns than for the cone driver. I also expect it to sound better.

But this curves says, cone driver better as much low and loudest.

The red one is the compression driver (2490H), and it's clearly much more linear without equalizing. The 2169h is louder below 1kHz, but it isn't above the 1k. The cone driver needs a very good set up dsp, the 2490H can be crossed over passive. You can't use either of these below 300Hz because the distortion is too high below that.

That doesn't match with my result.
JBL 2169 in 445024 horn with adapter.
SQ?
The best that I ever herd.
Compared it to RCF l10750yk, other JBLs, Altec 416, couple B&C 10s, Community M200 etc.
