I have that kind of coffee filter brewing "Vietnamese coffee" occassionally in the Summer. We tried it first time in SF and were enthusiastic.
Cà Phê = coffee
Sữa = milk
Đá = Ice
So in this case, it is Vietnamese coffee over sweetened condensed milk. This is then mixed up and poured over ice. It's like liquid crack, so so damn good.

I know, I know. We had it in our favourite Vietnamese diner in San Fransisco some 8-10 years ago. Had to buy the filtercups and occassionally makes my own Coffee à la Vietnamese.´´´´´´´´´´´´´´´
