This is why it is very important to put the custom declarations on the packages like CN22.
It does not matter if it's true to the value of the item inside or not, ...........
Perhaps that is the reason your packages are held at customs.
Here in this thread it is told Ups ,fedex has own customs.In Turkey it is same here.All shipping companies have its own customs.They are the workers of gov. of course.I am not sure how it is in Usa but i think it is very near of Usps Ny Isc

I ship via Dhl express too and it arrives Usa customers in 2 bussiness days.It seems Usa customs behave different for posts

May be different organisations but they may be working in same buildingsYou misunderstand, USPS and US Customs are separate organizations. US Customs has authority over all persons and goods entering the USA and USPS has no involvement in their activities. USPS has no role until US Customs releases inbound packages to USPS.

You are confusing two different entities here again. Many of the carriers have their own customs brokers who do the paperwork for customs. They usually have an approved compound to hold parcels in bond for customs too. Usually with regular commercial parcels with correct paperwork a parcel will pass through this quickly.
This is not always a good thing to have. Here is Canada this is used as a licence to steal and extort money from a customer which gives the thieving leaches (aka customs brokers) the right to hold your parcel hostage until their ransom is paid. I've had free samples sent to me of parts worth $5, and had some of these crooks try to charge me over $100 in brokerage fees, and to add insult to injury, they demanded I do all the paperwork for them.

I recently bought a textbook from India, shipped via DHL. The book made it to the USA, through customs in NYC, and to the local DHL warehouse in Pittsburgh in 4 days (according to DHL's own tracking). I am about 60 miles from Pittsburgh.
After several more days I get an email from DHL stating that they can't deliver my package because my address doesn't exist. I call DHL customer service and I get a polite but clueless person in the country that the book originated from, no help there.
I replied to the email with a screen shot from Google Earth showing the address location, turn by turn driving directions with mileage accurate to 1/10 mile from the major interstate going to Pittsburgh, and the GPS coordinates of my front porch.
After several more days I get an email that the package had been tendered to the USPS for delivery. They had just stuck the book in a USPS priority envelope and dropped in in a collection box.
I guess that all the major shipping entities have their bad days.
