Mouser and Digikey have been able to set up an area that is "outside the US" from a US customs perspective. Stuff imported from China goes there. So when I buy from Mouser, I do not pay the tariff, but when the same part is shipped to a customer in the US, they get to pay the tariff. That works great for me (and Mouser as I continue to shop there). It doesn't work so great for the smaller distributors who don't have such a setup.
