If so, I understand.. In fact, the second baseplate (at the top) would be a perfect place to place heat generating items since they are close to the top, heat would escape much more quickly from the top.

The silver base plate (the second one) is bolted to the rails/brackets that are attached to the heatsinks.
It's there to make it easier to mount stuff to, as it has a stack of holes in it.
If you didn't purchase the additional steel plate then you would drill your own holes in the stock anodised black aluminium base plate
The 'other' baseplate is just a cover, not really useful for putting anything on, it is just aesthetic. It should be called 'base COVER' not base PLATE.

Incorrect.
Many people buy these cases and mount stuff to the stock 3mm aluminium plate.
That's why the steel plate is an additional extra - it's not necessary, it's just convenient

I am very surprised that people mount anything to the base COVER. It does not really have any structural rigidity to hold anything substantial of weight. I would have thought EVERYONE would want the strong baseplate. I am very surprised.
In any case, to avoid ambiguity in the future, can we call one the BASEPLATE and the other, base COVER ?
That way everyone knows exactly what is being meant.
