Here in Belgium the national postal service charges about $ 15 per package, even if it is 2$ order, 'admin cost' for importing and collecting import duties. So far, the large carriers like FedEx and DHL seem to absorb those admin cost because it is all integrated in their processes.

FedEx and UPS include the cost of brokerage in the cost of shipping for their Air services. There is a Ground option for FedEx and UPS between the US and Canada. The cost of shipping is a bit lower with the Ground shipping, but they really nail you with the brokerage cost. I suppose you can self-broker, but that's a hassle. So always use the Air options.
Here DHL charges a fee ($10 CAD, I think, so about $7 USD) for the brokerage. That's manageable, especially given their fast world-wide service and low prices.
