Personally, I think if a thread can be jacked, then it's because the topic jacking it is worth discussing, in which case the onus is on those so discussing to ask the moderators for a topic split. And for those who want to discuss the original topic to speak up. You can't put responsibility on any one guy if you want anything to actually be done. If whoever saw something needing done, would simply do it or point it out to someone that would, then things would get done with much less drama.
Also consider that to have a discussion, there must be enough people able/willing to talk about it that the thread does not fall silent. In my recent memory of this thread, that condition has not so far been met with regards to the original topic.
I would say in a sense, we have grown out of the argument. We all know the ethics of topic-ing, do we not? We don't have to argue about the who and when and why, I think we understand that and are just having fun. Not that I'm psychic, of course.
