Taps seem to tolerate twisting motion. They don't tolerate shear much at all. That's where the tapping block or tapping guide helps. Or ... if you have access to a milling machine, then put the tap in the chuck, the machine in neutral, and turn the tap by hand.

I am using a M3x0.5mm mm chipping tap that was bought at McMaster-Carr. It’s only for through holes. Must have done 500+ or more heatsinks with five through holes. I specify a 2.5mm starting hole that’s done at the water cutting supplier. Use some 3in1 oil for lube. Put the tap in the dewalt battery op drill, easy and as fast as it gets.

I have used special thermally conductive epoxy in the past when mounting a metal can LED in a Amphenol SMA fibre optic mounting block back in the 90’s
