I've always thought of the term "woofer" to describe a driver that can play bass, but a "subwoofer" is a complete speaker which only plays bass.
I don't ever refer to a raw driver as a subwoofer. It's always a woofer. If you put that woofer in a big box with a midrange and a tweeter, it's still the woofer. If you put it in a box by itself and cross it over at 80 cycles, it's still a woofer, it's just being used in a "subwoofer".

Agree and I probably didn't word that very well, but yes a woofer driver in a seperate box which plays below the mains would be my definition also, but like SpinMonster said no fixed frequency just what ever is under the mains.
