Gate to source as in, red probe on pin 1 of the FET and black probe on pin 3? If that is correct, there's 0 volts.

That's more of what I'd expect. I'll have to do some more reading to see if I can find why it's not functioning. If it was not new, I'd think it was defective. It's possible that it was damaged by heat when being soldered in but I can't find any strange readings from what you posted. It's going to have to wait until tomorrow.
With the shutdown bridged with a wire, connect your scope to it close to the board. Confirm that all of the voltages are very near what you posted in #25. Then clip the jumper and let the CSD capacitor charge.

The jumper is essentially connected across the CSD but there isn't an easy way to connect the scope to it without soldering wires (unless you hold it). The jumper wire s already there, why not use it?

I guess so. I'd like to know how quickly the cap charges and meters are notoriously slow. Solder additional/new wires there and extend the connections out to where you can use the scope.
Starting up amplifier as normal, the CSD took about 3 seconds to build. There's audio when I pulse the RCA but it sounds distorted as hell!
