Ok im not all there today. I had the red probe on the positive terminal not the negative terminal
Heres what i have on 3 of them there are 6 total

NO.
I have -2.53 volts on the outputs . Amp doesnt produce output.
I checked the outputs They deflect but i do not have a square wave on any of the legs.

When i first got this amp in the guy told me it had no output. I opened the amp up and found broken legs on the rectifiers I resolder the rectifiers and the amp worked perfect. I gave it back to him he said as soon as he hooked it up it went into protection mode SO he brought it back to me. I hooked it up and sure enough it was stuck in protection. So i replaced the KIA393 amp came out of protection mode.
Then i replaced the regulators and a couple caps that control them.
Thats all ive done to this amp nothing else.

When you pulled the amp apart, were the legs weak on any of the outputs?
What is the DC voltage on the shutdown pin of the driver ICs?

No legs seemed weak or broken on the outputs.
The driver IC's are IR21844S do you know by chance what pin is the shutdown pin I can seem to find a good datasheet for them

Pin 2 is the shutdown pin. You need to use the vss pin (pin 3) as the reference (black probe). With the amp off, find the pin on the header that's directly connected (0 ohms) to pin 3 and place the black probe there. You're less likely to slip and short between pins there.
Ok They are 14 pin driver IC's Heres the voltages i have on them Thats with black probe on amps ground terminal ill try the other way

What's the DC voltage on the LM293/393 on the driver board?
Use pin 4 of that IC as the reference.
When posting voltages that begin with a decimal point, please add a leading 0 to reduce the possibility of an error (on my part). 0.1 instead of .1 ensures that the decimal isn't overlooked.

The 12v regulator doesn't seem to be working. This may be U5. it's connected to pin 18 of the driver board.
The only regulator i see on the main board that connects to Pinn 18 of the driver board is a KA78T12 The 3rd leg connects to pin 18 Is this the one im looking for?
YUP its not outputing
