In Canada "cold" also ranges from +2C and horizontal rain in Vancouver to "the propane has gelled" cold in Yukon, NWT, and the like places. It would be nice to know in which end of the spectrum OP finds himself and also if the shop will be used during those temperatures.Canada is a big place and you guys have a special kind of cold (in NWT, etc), sooooo...judgment prevents assuming temperatures.
I would have concerns about any type of suspension much below freezing for example. Rubber gets pretty hard below -25 or -30.

I'm thinking car audio. A 10x10 garage doesn't seem like a critical listening situation, and cars are designed for that weather. With 500cad budget, you could get yourself to the demo rooms, and find some speakers you like the tone of. Or maybe you like the sound of a car you know is often in the breakers yard. Cars have junk standards, through Audax, to Dynaudio. Lots of options, all ready to go in the big car mincing machine. String them to make 4 ohm, and the bru5 variants are coming to mind. Your phone can probably link to more than one of them, so you could install in zones. However, I wouldn't overlook car amps. Is it wilson audio do the youtube reviews? There are $200 amps doing over half a kilowatt. A PC power supply is another scrap item often overlooked. an old 300w psu might be $10 and with class D, you have 250w of audio from a $100 amp.
You could put a lot of volume in there, for 500cad. However buying up old subwoofers, eats up a lot of power and money. I'm really just looking at the sound a consumer vehicle offers.

$300 is a fair few speakers, from the car of your choice. The real cost will be boxing them. Though they are not likely to be fussy.
Obviously that amp doesn't want to do 2000w, and would be much happier at half a K. Which is like filling the garage with cars, and turning all their stereos up full.

I would look at picking up some used plastic case pro speakers in a 15" + horn type arrangement. There are lots available by JBL, Peavey, Martin Audio, EV etc. You should be able to get in under budget.
Edit: I just spotted 30'x30', not 300'x30'. A 10" or 12" + horn would be plenty.
