Feeling incredibly stupid! I had sprayed the potentiometers with Deoxit several times before moving on to replacing parts. As the voltages and replaced parts all measured fine I decided to go back to the potentiometers.
After desoldering all the potentiometers and putting them in Deoxit for a couple of hours and resoldering them, it all works fine now! No problem with wobbly speed anymore! I suppose the Deoxit didn't get in the partially enclosed potentiometers. A project that has taken me more than a year to figure out has finally come to an end! 🙂
