Those heat sinks are beasts, from solar inverters and priced very reasonably if you are in the UK that is.

I created a template in Powerpoint, with the centres marked for centre punching, then drilled all with a 3.5mm drill bit. After this it was a case of carefully using a Step bit to drill 4mm, 6, 8, 10, 12, 14, 16 and 18mm holes. I glued the template to the plate so I did not have to guess the hole sizes too much.
