Recently I got this PM,Since I feel it isn't a question to ask via PM so I put it here with a proposal.

Why not use a push on /push off DPDT mechanical switch to activate the relay then use the extra contacts to activate the LEDs?

Hello. I have this circuit that works with IC4027, but I don't have one. However, I have a 4013 which is almost identical, I just don't know where to tie pins number 5 and 9. Would some help me?

Being a digital man I would use a 74hc74 flip flop.
