The same disclaimers as for post #6 apply. 74HC123's from Nexperia or TI, definitely not Toshiba.
this is the greenpak configure software free from renesas. I used the 46826 device that is in-ciruit programmable with a cheap dongle.
there are many counters available that can be configured as frequency detect. the clock is 1.5% accurate , a 40 count gives a 20usec detect window for example, but can be set by filling in the counter data field. great stuff for quick tryouts, once you are fine with the design you can OTP program the device and it behaves as hardware.

Leaving aside the LED indication... what do you think of this other solution instead?
I think it can be used with any I2S source, even Cd transport like my Philips CD 960 which as already mentioned pulls out I2S via RJ45

I think it has the exact same problem as the circuit of post #63 and #64 of this thread. If I understand it correctly, it's functionally similar, but with a prettier display.
