You can. wouldn't hurt.What do you think of bringing the caps up slowly with a resistor or test light? A best practice or not necessary even with older caps that have sat unused? I figured it can't hurt and think if I didn't I could have popped a cap right then and there.

I wouldn't worry about reforming caps unless they were unused for 20+ years. Even then, in a car amp, it's pointless. You could use current limiting (5-10 amps) for a minute or so, if you're concerned.
