With these conditions you should have a square wave at pin 7, but there is only something that looks more like semi-truangular, this is seen on pin 7 of both u200 and u203

If you bridge the cap C48 in the power supply section, do you see a difference on U202. pin 2?

If you lift/remove R232 and R246, do you get a square wave on pin 7 of U200 and U203?

I don't know, but look what I get out of removing the R226 and R240. pin 6 and 11 of u202 and u204 already both work

i have tested it directly from the 12v source and on the housing of the rca connectors

You need to connect the scope ground to the amp ground terminal.
