Desolder one of the terminals of the one that reads 4.18v.
Replace Q9 and see if the amp will power up normally (no jumper).

This could not have caused the excessive current draw so you may have an intermittent problem. Try twisting/pushing/pulling on the transformer to see if it draws excessive current.

The transformer squeals when first powering up but goes away. After twisting and pulling the current draw stays the same at .80 amps. Audio is present on all 4 channels.
The input to the 339 was wrong on the thermistor section. The reference voltage was right so that meant that a thermistor was likely driving the voltage to the 339. The voltage on the thermistor told which it was.
