With the voltages you posted, it appears that Q203 is defective. You need to replace Q202 and Q203 together from the same batch of parts.

Are the parts for these MMBT3904L and MMBT3906L?

MMBT5088L according to the schematic. If you have the 3904 on hand, they may work well enough to allow further troubleshooting.

Q202 and Q203 was replace and now the amp is working fine. Thank you Perry, i would of not gotton this amp to work without you. 🙂
