That is correct. It was the right side of the audio output that I repaired.
I also tested the +/- 15v pins and they are coming out in the mid 2v range.

Remove the output transistors from that channel, clean up the solder pads to ensure that there are no solder bridges and see if the amp will power up.
I removed the four output trnsistors from the right side audio. Amp powered up properly, then about ten seconds in a flash of light from board near right side output but no change in green light. Also volts at +/-15 are accurate again.

What do you mean by 'flash of light'?
Did something burn?
Was it a component or possibly a solder bridge?

It was in the area of a component but from below all the solders look fine as do the components in the area of the flash.
If the flash was in the area of a resistor, confirm that the resistors in that area are within tolerance.
In the picture you provided the area that had the flash was in the lower right hand side of the picture under the metal bar. One of the pieces between 8 and 12 was where the flash came from. If these are the resistors how do i test them and what should the values be?
You compare the resistance you read across them to their markings. If the difference between the readings and markings is greater than 5%, the resistor needs to be removed and checked. Since you have a second channel, you can compare the readings of the corresponding resistors in the two channels.
