Don't put Q8 back in the circuit. We know it's bad and will skew all readings in the bank it's in (at least).

Insert a single 10 amp fuse in one of the two fuse holders and confirm that you read 0 ohms across the other fuse holder (that now has no fuse).
Do you read 0 ohms between the source terminals of all PS FETs to the ground terminal of the amp?
Do you read 0 ohms from the drain legs of the PS FETs to the B+ terminal?
If that's what you have, Connect the ground and touch the B+ to the battery for a second, or so. Does the fuse blow?

When you read OL across the B+ and ground terminals, was there a good fuse in the fuse holder?
If not, install another fuse and read across those terminals.

Remove the PS FETs and see if it blows the fuse when you connect B+ and ground. Make sure that you're not connecting the B+ and ground reversed.
Does anything change if you connect remote voltage, as well?
With remote connected, what's the DC voltage on the gate and drain terminals of the PS FETs (black probe on the amp's ground terminal)?

When I connect B+ and ground with ps fets removed the amp powered up and the green light lit up without a remote connected.
