PCBCAD51 has a "swap auto-placer", this swaps around component locations until shortest net is found.
Use copper pours to add copper to an area of the pcb. Copper pour can connect to one net per layer.
This software has no bug list. If a bug is found it is fixed straight away.

I found I often edit the pcb tracks and was forever typing in layer 1/2 and width 80.
I have now added control-a to make track up to next pin layer 2 and width 80.
Added control-d to make track up to next pin layer 1 and width 80.
Added control f to make track right angled to next pin even if pins are off grid.
Added control b to make tr5ack aligned back to previous pin even if off grid.

Software has a swap autoplacer.
This swaps around same components until minimum net length is found.
On a couple of occasions this has made an un-routable pcb route ok.
