That's a square wave. Set the time base a few clicks clockwise until you have about 3 full cycles on the display.

The top one should move the trace from side to side. It's to align the trace to the markers if you're going to use the scope to make calculations.
The bottom one should make a difference in the vertical amplitude. Leave it in the 'cal' (fully clockwise) position.

Only you can determine if the deal was OK.
Set the swp/var to cal.
The level control will be used to make the scope trigger properly on the waveform.
You use a voltmeter for voltage. You can get a rough reading on the scope. Go to page 73 of my car audio site. It tells you how to measure the voltage on a scope.

If you don't have the controls set to cal, you can't use the scope to measure time, frequency or voltage.

That's right. You have just under 10v (vertical amp set to 1v and probe set to 10x). That would require 10v to deflect one major division.
Ok so if i understand a division is a graduation mark "like a school rule" and not a square ?

With the scope set to 1v/div (major division) and the probe set to 10x, it takes 10v to deflect the trace 1 major division. You have approximately 1.5 major divisions of deflection so you have approximately 15v. Again, the scope is not for critical voltage measurements.

You should power up the power supply you have to see what the waveforms and voltages are at various points.
