What you have is something that no one has, if you don't like insulation of feedback, then controller has to be on secondary side, and you will probably need to drive fets with trafo, like in PC supplys
also you created: secondary - output rail to be gnd of ic, and also you said that -65v will be gnd with that, so then 0 will be +65, and +65 will be another 65v higher, not really how you do things, if this would even work
