Amp powers up and idles fine with the fets installed . It produces rail and regulated voltages . But amp powers up with no remote hooked up and the voltage on the remote terminal is 2.89 volts .
Also the amp doesn’t produce any output . The relays won’t kick on

That's a power op-amp. It's likely being used as a driver.
Did you check the emitter resistors for audio?

There is audio on the resistors .
I still can’t figure out why I get 4 volts on pin 10 with just power and ground hooked up . The relays so t kick in no drive signal on the gates for the fets and the amp produces rail and regulated voltages with just power and ground hooked up

Pin 10 being high without remote may be normal. Not all amps remove power from the driver IC to shut the amp down. MTX is one example.

The circuit appears to be very simple. To repair it, you may have to ACCURATELY sketch out the circuit in the power supply to give us what we need to get you through this repair.
So you want a drawn out circuit of pin 10 or what do you need so I can see if I can get this amp up and running again
