Post the DC voltage on all 3 legs of the KIA7815 and KIA7915. Make a note if any are pulsing there.

You didn't get a connection with one of the probes for at least one terminal on each regulator. Re-check all.

That's not a driver board. It's the PWM (or modulator) board. The driver board is directly in front of the output transistors.
Those are as expected. You should now have ±15v on the op-amp supply pins.
When you replaced the parts on the audio driver board, did you check the low value resistors (R842 and R852)? Re-check them.

I only see that resistor on the output board you had me pull to retest the KIA7815/KIA7915 Transistors and theres only 2 of them

same exact one yes those are in the same location I was looking at the driver board near the transformer they both give me a reading of 1.5 ohms the one in the corner was giving me false readings at first but as I held it on there it leveled out at 1.5
