I have been handling Mexico, the US, and Canada.
I have handled a few people from other places, but they have all:
A) Been able to get US dollars to me in some manner
B) Had a US address I could ship the parts to
Other than that it's been group buys--generally 100 devices and up.
And, yes, I've seen the same sort of behavior--people who order but then are never heard from again. I used to chase them around trying to get them to pay up. Now, after about a month, I cross them off the list. Life's too short. If they don't want the parts somebody else will.
They will find me skeptical if they come back and want parts later.
Of course, it's always possible that there may not be any parts later.
