If 3 and 8 are at ground, I think it's likely defective.

I don't have one at the moment, on Monday I will try to get one at the store and check if it is damaged and pins 3 and 8 are grounded. I will upload if it worked, Diodes 205 and 206 are connected directly through the cathodes to pins 7 and 12, I will check if they are not leaking, I hope you have a good night
Bear in mind that I'm not familiar with this later LM361 circuit. You could be replacing a perfectly good IC if some sort of protection circuit is being engaged. When PapaZBill gets time to visit the forum, he could guide you more definitively in the repair.
