Check C73-103p and C72-104p. C73 may be causing the softstart to not latch.

If replacing the caps fails to restore softstart try lifting D73 and R78 one at a time.

If you haven't already, double check that the transistors where installed correctly.

Q71- 3876GR
Q72- MMBTA14
Q73- A1505GR
Q74- 3875GR

I replaced the transistors .

The weird thing about it it is 2 transistors have the same markings but 2 different part numbers

There may have been a mix up. List the four transistors, locators, part number and markings as below.

Q1-Assumed Part#-markings
Q2-Assumed Part#-markings
Q3-Assumed Part#-markings
Q4-Assumed Part#-markings
