the Q25 probe was between the collector of Q25 and point 23 on the PCB, i,e, earth- which I have been using for all measurements

I am very very happy to report that with the switch cleaned- we now have working relays and signal!

Two lessons- 1) always see how you can separate the circuit into blocks for diagnosis and 2) always look to the electro-mechanical as first likely point of failure.
For reference the G2R-24v negative feedback relay may be replaced with a TE Connectivity V32101D- Mouser part 655-1-1393779-8
The main speaker relay is a G2Z-222P-US- and is unobtainable, however this site has a replacement with a small PCB-
