I’m not getting any voltage into the reels, i have switches not logic, do I need to connect the ct tap ?
It’s suppose to be -20mv on the R138-R238?
1R resistors at negative rail are there to measure voltage across each of them (resistor), so 20mV means buffer is set to 20mA of Iq
polarity of shown voltage depends of orientation of your DVM probes, and it is irrelevant

inputs switch (5step) is working with just flat cable
for 24-step volume switch, you need to have connected flat cable to Turtle, and two wires from MoBo
near input switch IDC header on MoBo, you have 2 pads marked as ATT+ and ATT-
logically, solder two wires there and to pads on switch, marked ATTSWITCH+ and ATTSWITCH-

you don't need 7805 (for logic 5V PSU) but you need LM317 with accompanying parts, for +24Vdc relay PSU

in your case - just LM317 on heatsink, no need to bother with Mica and bushing - just blob of thermal paste and bolt it directly to htsnk
I installed a lm317t and are getting 24.4v out from ATTSWITCH+, is that ok or little too high ?

as Uref is typ 1V25, but per datasheet and also in reality, in range of 1V2 to 1V3, everything is as predicted
but, most important - relays are perfectly happy with anything in range od 20-28Vdc, so just chill
and, voltage will practically sag for few hundred of millivolts when reg is actually loaded
