Forgery in some Asian countries is a big problem. It is a fact and no one can deny that.
With a big country like China, 0.1% of the population is some 1.6 million.
How do you stop the 0.1% who spoil it for the 99.9% who work tremendously hard to earn a living ?
(And I didn't use the word a decent living, because most of them still couldn't.)
Until everyone in those countries doesn't have to worry about having enough food on the table, I fear these things will go on.
And we all suffer from that, including the honest 99.9% who get the finger pointing at them when they have done nothing to deserve it.

I 100% agree, its unfortunate for them to be painted with the same brush so to speak, but in making such decisions without being able to make a personal appraisal of the person on the other end, that fear is the driving force if you have been ripped off before, you will hesitate.
then as you mention, there are other more primal basic needs that need to be met when poverty is in the frame, people do things they wouldnt normally. its a complex issue with no simple solution.
I think in a wider sense outside of ebay, they are most certainly proving themselves, most that i'm in dealings with try very hard and are more polite, prompt and trustworthy than many western businesses so as to offset this stereotype. also the money that has poured into the area from western countries for manufacturing means that there is some top grade production going on, massive contrast, just as with the rich and the poor, they are very rich and very poor, just as the products are very good and very bad.
but its the bad things that people remember, so until they can police it better, or something, I dunno, they will continue to be thought of in this way by people who do not look past the news story.

I think they were either stolen from some factory or have some minor defects and were thrown out.

huh?? I think you overestimate how difficult it is to make a mosfet that simply functions and looks like a mosfet in todays world and also the ability of black market economy to fake MUCH more complex things than this. they fake dac chips, they fake class D amps, there are fake everything.
