The click sound is only at motor start, but not during motor operation: it is likely a radiated interference due to arcing in the relay or switch. A snubber (X-rated capacitor) across the contact will fix it. The filter on the picture may work, but it is a poor fit when installed at the switchboard. It is meant to be fitted near the interference source, and according to date code on first post picture it is 20+ years old. I would not use is. A code-compliant installation in the main switchboard requires a different style of EMI filter, but the capacitor across the arcing contact is cheaper.
